Job Overview:

As an IT Proposal/Bid Director, you will play a pivotal role in leading, planning, and overseeing the Proposal Development Lifecycle for our organization. This remote position requires exceptional skills and experience in writing high-quality proposals, particularly for Federal and State Government Agencies. Reporting directly to the Chief Growth Officer, you will be responsible for managing the Proposal Processes to ensure the production of 100% compliant and compelling proposals.


Detailed Responsibilities:


Bid IT Projects:

  • Lead the bid process for IT projects, ensuring alignment with organizational goals and client requirements.
  • Collaborate with internal teams to develop comprehensive bid strategies and solutions tailored to each project.
  • Analyze project specifications and develop compelling technical and commercial proposals.
  • Coordinate with stakeholders to gather necessary information and ensure accuracy and completeness of bids.
  • Stay updated on industry trends, technology advancements, and competitor activities to enhance bid competitiveness.
  • Manage the bid submission process, including documentation, compliance checks, and timely delivery.
  • Provide post-bid support, including clarifications, negotiations, and contract finalization, to secure project wins.
  • Continuously evaluate and improve bid processes and strategies based on feedback and lessons learned.


Proposal Management:

  • Manage Response Development for RFPs, RFQs, RFIs, and Task Order Responses, including presentation materials.
  • Implement and maintain operational control over the proposal project.
  • Develop proposal outlines, compliance matrices, and schedules, and monitor progress.
  • Coordinate all proposal activities and obtain necessary staffing and resources.
  • Design and document formal proposal processes and recommend software tools for efficiency.
  • Conduct lessons learned to enhance processes and success rates.
  • Participate in the development of proposal strategies and themes, and develop Proposal Management Plans.
  • Ensure overall quality of proposals, refining them as needed for excellence.


Proposal Coordination:

  • Administer Proposal Processes, including template creation and version control.
  • Prepare proposal-related reports and manage proposal resources and systems.
  • Track proposal status and meet deadlines consistently.


Proposal Authorship:

  • Write original text and develop illustrations for proposals.
  • Incorporate proposal strategies, themes, technical details, and benefits into proposal sections.
  • Edit text in compliance with management guidance.


Lead Generation:

  • Review and analyze solicitations, coordinating with the proposal team for timely responses.
  • Research client requirements and maintain the Past Performance Database.


Critical Success Factors:

  • Ability to plan and manage Proposal Schedules effectively.
  • Proficiency in managing both internal and external Proposal Resources.


Required Qualifications:

  • 15+ years of work experience with recent relevant experience of 10+ years in Solutions/Pre-sales in the IT industry.
  • Availability to work in the US EST time zone (6 AM to 3 AM IST).
  • Demonstrated skills and abilities in writing and managing proposals for Federal and State Government Agencies, with a preference for a four-year degree in a related field.
  • Experience in Proposal Management for Federal Government Proposal Development Efforts ranging in value from $5 Million to $75 Million Total Contract Value.
  • Professional Services Firm Work Experience required; Management Consulting Firm Work Experience highly desirable.
  • Solution Architecture experience is highly desirable.
  • Familiarity with IDIQ Contract Vehicles and Task Orders.
  • Proficiency in Microsoft products including Word, SharePoint, and PowerPoint.
  • Familiarity with Proposal Development Methodologies such as Shipley, Capture Planning, or FED Market.


Preferred Qualifications (Optional):

  • Experience working with FedBizOpps and GSA & similar platforms for bidding on government contracts is highly desirable.
