Provide technical leadership and expertise in railway engineering, infrastructure, and systems to ensure project requirements are met. Oversee the design, development, implementation, and maintenance of railway technologies and systems, including signalling, communications, rolling stock, and track infrastructure. Collaborate with engineering teams to review technical specifications, designs, and solutions, ensuring they meet project objectives and standards. Lead commercial negotiations with vendors, contractors, and suppliers to secure favorable terms and agreements for project procurement. Evaluate and analyses commercial proposals, contracts, and bids to assess feasibility, risks, and cost-effectiveness. Develop and implement strategies to optimize project costs, maximize value for money, and mitigate financial risks. Manage contractual relationships with technology providers, equipment suppliers, and service contractors, ensuring compliance with contractual terms and conditions. Negotiate contract variations, extensions, or amendments as necessary to accommodate changes in project scope or requirements. Identify potential risks and vulnerabilities in project delivery, including technical, commercial, and regulatory risks. Monitor risk factors and implement proactive measures to address emerging issues and minimize their impact on project timelines and budgets. Work closely with project managers, engineers, and stakeholders to develop project plans, schedules, and budgets aligned with technical and commercial objectives. Track project progress, performance metrics, and key milestones, and provide regular updates to senior management and project stakeholders. Ensure adherence to quality standards, industry regulations, and safety protocols in all technical and commercial activities. Implement quality assurance processes and inspections to verify compliance with technical specifications and contractual requirements. Build and maintain effective relationships with internal and external stakeholders, including government agencies, regulatory bodies, and project partners.
