Job Description: We are seeking a highly skilled Federal Government Agreement / Contract Specialist / Contract Writer with comprehensive knowledge of GSA Schedules, including California Multiple Award Schedules (CMAS), procurement policies, and procedures. The ideal candidate will have extensive experience in utilizing FedBid, FedBid Ops, GSA Schedules, eBuy, and CMAS. Responsibilities: Prepare and finalize contracts, including negotiating prices and writing bids/offers, ensuring compliance with government regulations. Coordinate contract administration and understand GSA procurement actions, as well as CMAS contracts. Write and submit compliant and acceptable bids to the General Services Administration and other entities, including universities, counties, and city governments. Conduct thorough market research to support procurement activities. Write Master Agreement Specialist, Federal/state/local Government Agreements. Write Request for Proposal (RFP) and define product/project descriptions, specifications, and deliverables. Understand various RFQ (Request for Quote) processes on SEWP, GSA, CMAS, and other sources. Write quotations and submit them to various sources. Collaborate with internal technical teams to produce technical documentations, RFQs, and RFPs. Utilize Federal Procurement Data System (FPDS-NG), Federal Business Opportunities (FBO), Small Business Administration (SBA), Government Service Administration (GSA) schedules effectively. Review and respond to Request for Information (RFI) and Statements of Work (SOW). Use government Electronic Contract Management System (eCMS) proficiently. Prepare proposals and pricing, negotiate contracts, and evaluate proposals in compliance with company policies and legal requirements. Identify, track, and respond to opportunities through government and industry portals. Deliver professionally produced and compliant proposals within customer-defined timeframes. Create and maintain marketing materials and capability statements. Engage in client outreach and proposal submissions. Analyze government RFIs, RFQs, and RFPs to determine proposal requirements and plan responses. Manage and update entity/company registrations in SAM, SBA, GSA, and state and local client systems. Qualifications: Bachelor's degree in Business Administration, Finance, or related field. Proven experience in federal government contracting, with a strong understanding of GSA Schedules, CMAS, and procurement policies. Excellent written and verbal communication skills. Strong negotiation and analytical skills. Ability to work effectively in a fast-paced, deadline-driven environment. Proficiency in using government procurement portals and systems. Experience in proposal preparation and pricing. Familiarity with government contracting regulations and compliance requirements. Ability to work independently and as part of a team.
